After being captured by the FBI, notorious gangster Smooth Johnson is taken to Washington and a meeting with J. Edgar Hoover. He is made an offer; fifty years of imprisonment, or to travel to the moon and battle against a resurgence of Nazis based there, calling themselves the Galactic Reich. Smooth agrees and is given a captured flying saucer from Area 51 to travel there. As space travel has yet to be invented in the US, the saucer is the only craft available, and the FBI don't want to risk a soldier's life in it. Smooth is also given a gravity generator, which fits on his belt, and oxygen pills which allow him to breathe on the moon's surface. Finally he is given a codename: Cobalt Blue.
Cobalt ambushes a group of Nazis and discovers that they have created a 'chrono-gate' which allows them to pull things out of history, like fishing in the river of time. He reads that they have had two successful tests but does not learn what. He heads off to destroy the chrono-gate, and quickly discovers that one of the tests was a tyrannosaurus rex, which guards the gate and is ridden by a Nazi. With only a split-second to act, Cobalt shoots the dinosaur's gravity generator, and it floats away into space just before its jaws reach him.
These events are all watched by a mysterious figure, the Clownwitch, perched on a rock next to his talking penguin companion, Professor Professional Penguin PHD. The Clownwitch is impressed by Cobalt's bravery and comments that he wishes his mother could see it. PPP PHD comments that it would not be wise to disagree with his mother. The Clownwitch mutters, "Perhaps..."
Meanwhile, in the Nazi moon bunker Jotenheimr, Commander Skoll admonishes the survivors of the patrol that Cobalt ambushed, and shuts them in his office with his giant pet tarantula, Fenris. Ignoring their screams, he turns to another figure waiting outside and tells her to eliminate Cobalt Blue. This turns out to be the musketeer Milady Juliette de la Rochelle, who was the second of the Reich's sucessful tests of the Chrono-Gate after the T-Rex. Juliette is forced to do the Nazi's bidding in return for oxygen pills she needs to survive on the moon. When she turns down another of Skoll's advances, he gives up trying to charm her and reminds her that her life is in his hands - and she must do whatever he tells her. Juliette agrees to kill Cobalt Blue, secretly debating whether or not to kill Skoll as well...
Meanwhile, Cobalt wonders what the Chrono-Gate is made of after bullets have no affect on it. Out of the corner of his eye he spots a Nazi soldier - with a rocket launcher! - and just manages to evade the blast in time. With nowhere for cover, he races toward his would-be assasain, hoping to reach him before he can fire again...and just barely wins the bizarre lunar shoot-out. However, as soon as his opponent falls to the groud, Cobalt has a sword to his throat - a sword belonging to the beautiful Juliette, who threatens to kill him unless he helps her escape. Meanwhile, the pair are watched by the mysterious Gizmowitch...
In a Nazi lab, Skoll and his men watch a sinister experiment which turns his pet spider Fenris into a humanoid monster with eight limbs. Skoll calls it the Tyrant-Tula, and it immedietly destroys one of the soldiers with a heat ray from it's eyes.
Cobalt takes a liking to Juliette, but still refuses to answer any of her questions at sword-point. She prepares to kill him, but is interrupted when her sword is blasted from her hand by a bolt of lightening. The two look up in astonishment to see Cumulus - a sentient cloud from the future, sent back in time by Churchill to aid Cobalt in his mission.
Whilst Juliette casts doubt on Cobalt's heroic qualities, the Clownwitch watches on, in awe of her bravery and beauty. A voice tells him she is everything he isn't, to which he replies, "I can be brave, mother..." Meanwhile, Cobalt and Juliette are attacked by a swarm of giant preying mantises, which quickly overwhelm them.
Skoll is told of these events at Jotenheimr, and is displeased that Juliette has disobeyed him and teamed up with Cobalt. He takes this out on the messenger, introducing him to his bizarre white-haired sister, who approaches the terrified soldier with a huge pair of shears...
